Focus on Rare Earth: Public Solicitation of Opinions on Total Quantity Control and Information Traceability Management Methods

According to China Tungsten Online, in order to implement the "Rare Earth Management Regulations", effectively protect and rationally develop and utilize rare earth resources, maintain ecological security, and promote the high-quality development of the rare earth industry, the Raw Materials Industry Department of the Ministry of Industry and Information Technology has drafted the "Measures for the Total Control of Rare Earth Mining and Rare Earth Smelting and Separation (Interim) (Draft for Public Comments)" and "Measures for the Information Traceability of Rare Earth Products (Interim) (Draft for Public Comments)".

Public information shows that the "Measures for the Total Control of Rare Earth Mining and Rare Earth Smelting and Separation" apply to production activities engaged in rare earth mining and rare earth smelting and separation within the country. Rare earth mining refers to the production process of generating rare earth mineral products (including rare earth concentrates, rare earth enrichments, etc.) after the mining and selection of various rare earth ores such as fluorocarbon cerium ore, ionic rare earth ore, monazite ore, and mixed rare earth ore. Rare earth smelting and separation refers to the production process of processing rare earth mineral products into various single or mixed rare earth oxides, salts, and other compounds. Among them, rare earth mineral products include rare earth mineral products obtained from domestic mining and selection, rare earth mineral products imported from abroad, rare earth mineral products such as monazite concentrate obtained through other rare earth mineral by-products, and other types of rare earth mineral products.

The "Rare Earth Product Information Traceability Management Measures" apply to enterprises engaged in rare earth mining, smelting and separation, metal smelting, comprehensive utilization and rare earth product export activities within the country to carry out rare earth product information traceability management. Rare earth products refer to rare earth mineral products, various rare earth compounds, various rare earth metals and alloys, etc. Rare earth product information traceability management refers to the use of rare earth product traceability information system to record the flow information of various links such as rare earth product production, circulation, and use, to meet the needs of industry management and legal business operations of enterprises. The rare earth traceability system sets basic indicators for rare earth product information traceability, including but not limited to: product name, product category, product batch number, production or sales product quantity, product specifications, production or sales product time, product procurement object, product sales object, product special invoice, product export license, product inventory, etc.
