Xingtai City, rare earth and other prohibited or limited batch project faces

Xingtai city government office recently issued a notice requiring all localities and relevant departments in the air pollution control period ( 2013 - 2017 ) to strengthen the industrial pollution management project approval , a total of 27 categories of items are prohibited or restricted approval of construction .

According to the notification , which may cause serious pollution to the atmosphere of 13 investment projects in industry , is a city and county ( city, district ) approval, filing purview prohibit approval of construction ; require investment authority above the provincial level , the record , city and county ( city, district ) shall declare upwards . These projects include : coking project ; sintering, pelletizing , blast furnace , BOF and EAF steelmaking , hot rolled strip steel production such as iron and steel production capacity and supporting the project ; electrolytic aluminum, copper smelting , lead smelting , magnesium smelting, zinc smelting and other non-ferrous metal smelting projects ; gold mining , smelting and mining of rare earth metals mining, dressing, smelting, separation project ; ferromanganese, ferrochrome, ferrosilicon, ferro molybdenum , titanium , vanadium, iron , nickel, iron , boron, iron, phosphorus iron, calcium silicate , alumina , manganese and other ferroalloy projects ; cement clinker production line , cement grinding station project ; flat glass production line ; building ceramics production lines, sanitary ceramics tunnel kiln production line, the line gypsum board production line, coal gangue solid bricks ; kiln and grinding projects ; calcium carbide production projects ; coal -fired power generation projects ( excluding more than 300,000 kilowatts cogeneration ) ; coal as fuel and raw materials other industrial projects ; other possible pollution of the atmosphere items.

Meanwhile, the potential to cause a greater impact on the environment 14 categories of investment projects approved limit , energy consumption and implement the most stringent emission standards and controls for the total scale . County-level approval, filing , and project energy assessment documents and environmental impact assessment documents were submitted to the municipal authorities shall review the record. These projects include : petrochemical, chemical , coal chemical , salt chemical projects ; pulp and paper project ; electroplating production line project ; leather, cowhide, sheepskin , pigskin leather items , such as processing ; dyeing production line ; liquor, beer , soy sauce , vinegar brewing class project ; casting, forging craft projects ; MSG, lemon , enzymes , yeast and other production projects ; corn deep processing projects ; there extraction, synthesis of traditional Chinese medicine, chemical and pharmaceutical projects ; materials processing project ( ban approved project except ) ; metal mine , non-metallic mineral mining and dressing items ( excluding items banned batch ) ; paste-type zinc-manganese batteries, nickel cadmium batteries, lead-acid batteries, alkaline manganese batteries and other battery project ; others may cause a greater impact on the environment projects .

It is reported that the city government will establish project approval of construction supervision mechanism , in violation requires approval, filing but not yet started the project , to cancel its approval , filing procedures , has started construction of ordered stopped. Violation of requirements for approval, filing and has formed a project started construction of fact , in accordance with the relevant procedures of cadre management , given the relevant county and municipal government leaders , leadership and relevant departments responsible person dismissed from his post .
