Items that are made from solid gold have an intrinsic or "bullion" value. When an item is plated, only a tiny amount of gold is used, enough to cover the surface in a very thin layer. Because this amount is so minuscule, there's no question of the item having any intrinsic worth, although that's not the impression companies selling such items sometimes give. Any value it might have must therefore be due to a maker or brand name, or some other feature that makes it useful or desirable.
