This year , according to the Office of the Ministry of Industry and Information Technology , Ministry of Finance Office "on the good 2013 rare earth industry restructuring and upgrading projects of special funds to declare the work of the notice" requirement , Baotou City Commission by letter and Baotou City Finance Bureau actively organize to declare the project by common trial , reported the 17 rare earth industrial adjustment and upgrading of special items. By the State Ministry of Industry, Ministry of Finance organized by experts , Baotou City has seven enterprises eight projects, totaling obtained national industrial restructuring and upgrading of rare earth 77.63 million yuan of special funds , accounting for 15.53 percent state allocated funds , municipalities, and regions of the country first column two , capital plan was issued in October . Free grants fund projects which reward 4 , to obtain funds 23.38 million yuan ; capital support program 4 , to obtain funds 54,250,000 yuan .

The State grant funds to support enterprises and projects are: Baotou Huamei Rare earth mining and smelting company's environmental transformation projects , Baotou Rare Earth Research Institute of Bayan Obo rare earth resources efficiently sorting clean smelting technology research, Baotou Rare Earth Nanometer Materials Ginger Limited nano cerium oxide semiconductor polishing solution development, Baotou City, Wang Bot technology companies green earth pigments key technology research and development projects .

Access to national capital backed companies and projects are: Baotou Steel Rare Earth Magnetic Materials Co., Ltd. of high performance rare earth permanent magnetic materials industry upgrading project ( continued construction ) , Baotou Rare Earth Research Institute of Rare Earth Materials public technical service platform construction project ( continued construction ) , Baotou Hailiang Technology Co., Ltd. of high performance rare earth polishing powder industrialization projects ( continued construction ) , rare treasure Bo Baotou medical Systems Inc. 0.77T high-field magnetic resonance imaging equipment research and development of rare earth permanent magnet and industrialization projects.

Countries require rare earth industry restructuring and upgrading of special funds to be notified within 10 working days after the funds are disbursed project units , while requiring local governments should increase funding supervision, project unit according to the " rare earth industry restructuring and upgrading fund management approach" requirements , earmarking is strictly prohibited misappropriation or diversion of special funds to ensure the safe and efficient use of funds .
