The Fujian Provincial Department of Natural Resources recently announced, as part of its response to Proposal No. 20251363 from the Third Session of the 13th Fujian Provincial Committee of the Chinese People's Political Consultative Conference, several measures to promote the large-scale development and utilization of mineral resources. Focusing on strategic resources, five national planning mining areas have been designated: Xinluo Wan'an Rare Earth Mine, Shanghang Yangpokeng-Wuping Jinqiao Rare Earth Mine, Wuyishan Shangxikeng-Pucheng Hantangwu Molybdenum Fluorite Mine, Gutian Xichao Molybdenum Mine, and Dehua Shuangqishan-Dongyang Gold Mine. These areas aim to establish a modern, efficient resource development and utilization demonstration zone through unified planning and optimized layouts, promoting large-scale and intensive resource development. Additionally, based on the current state of key and strategic mineral development in Fujian, six energy and resource bases have been established: Longyan Makeng Iron Mine, Longyan Zijinshan Copper Mine, Pucheng Longtangsi-Yilishuping Fluorite Mine, Shaowu Nanshanxia-Daping Fluorite Graphite Mine, Qingliu Weijiashan-Yong'an Yinkeng Fluorite Mine, and Ninghua Xingluokeng-Qingliu Guomuyang Tungsten Mine. These bases will receive prioritized support in industrial planning, major project arrangements, resource allocation, and related policies to drive large-scale resource development and industrial clustering, forming a strategic core area to ensure a secure mineral resource supply.
High-Quality Development of Rare Earth Resources
To leverage Fujian's rare earth resource advantages, ensure resource security for the rare earth industry, and accelerate the high-quality development of the sector, the Fujian Provincial Department of Natural Resources has actively coordinated with the Ministry of Natural Resources in recent years, seeking policy support for rare earth mining rights applications. Currently, the department has submitted applications to the Ministry for the proposed transfer of 13 rare earth exploration rights. Since May 2024, the Ministry has requested assistance in verifying details for four proposed rare earth transfer blocks: Wuping Dapingli, Xinluo District Xiao Chen Keng, Qingliu Songkou, and Changting Zhongfang Periphery. Moving forward, the Fujian Provincial Department of Natural Resources will enhance communication with the Ministry, collaborating with local governments to secure more support in areas such as rare earth mining rights establishment, mining quotas, and comprehensive utilization.
Strengthening Land Use Support for Mining Projects
On December 19, 2024, the department issued the "Notice on Further Improving Land Use Support for Mining Projects," specifying that mining projects included in the national major project list can apply for national land use quotas. For general mining projects, provincial quotas can be utilized, further strengthening land use support for mining initiatives.
Distribution of Mining Rights Transfer Revenue
Currently, Fujian's mining rights transfer revenue is distributed among the central, provincial, municipal, and county levels at a ratio of 4:3:1:2. Regarding the revenue distribution ratio, the Fujian Provincial Department of Natural Resources will work with the Provincial Department of Finance to assess and optimize the policy in alignment with national mining rights transfer revenue adjustments and Fujian’s mining economic development. This aims to safeguard the interests of both national and local stakeholders while promoting the high-quality development of Fujian’s mining industry.
