"

A rare earth export quota reporting conditions

Enterprises meet the following conditions may apply for 2014 rare earth export quota :

( A ) production enterprises.

1 to obtain import and export operation qualification or apply for registration of foreign trade operators , with independent legal personality ; 2005 after the registration of the enterprise, to be approved by the State authorities .

(2) comply with the rare earth industry planning, industrial policy and management of the relevant provisions of the rare earth industry ,2010- 2012 export performance each year ( 2010 to obtain export quotas after the enterprise, since the quota year until 2012 to get every year export performance ) , the relevant data subject to customs statistics .

3 rare earth materials production enterprises from the Ministry of Land and notice has to be qualified mining rare earth mining enterprises.

4 smelting separation and metal smelting enterprises need for the Ministry of Environmental Protection released meet the environmental requirements of the enterprise.

5 in line with national policies and regulations related to land management .

6 comply with relevant state laws and regulations and the relevant provisions of the local government , according to law, pension, unemployment, medical , work injury, maternity and other social insurance and pay social insurance premiums in full and on time , and to provide local labor and social security departments have been issued make full payment of social insurance premiums related to proof.

7 no violation of relevant laws and regulations.

( Two ) circulation enterprises.

2 registered capital 50 million yuan or more each year ,2010- 2012 export performance , the relevant data to customs statistics prevail.

Producers of rare earth mining companies to buy directly from minerals , to provide a source of rare earth materials mining companies list , purchase quantity and the corresponding value-added tax invoices and proof of mineral resources companies .

( Four ) distribution companies must provide in 2012 the evidence or documents: the original VAT invoice or original export invoices , export declaration ( copy ) , export verification form ( photocopy ) issued by the tax authorities and Exported Goods ( photocopy ) .
