China Will Impose Tariff on Imported goods from US: Tungsten & Molybdenum Products Is Included in the List

On the evening of the 3rd, Customs Tariff Commission of the State Council of People’s the Republic of China issued a notice to decide to impose tariffs on some imported goods (second batch) originating in the United States. On July 11, 2018, the US government issued 10% increase on imports of about US$200 billion from China. In response to the above measures by the US, China was forced to take countermeasures. According to the "PRC Foreign Trade Law", "PRC Import and Export Tariff Regulations" and other laws and regulations of international law, the State Council Customs Tariff Commission decided to impose tariffs on 5,207 tax items imported from the United States. The measure involves an import trade volume of approximately US$60 billion from the United States.

The relevant matters are as follows:

1) Add 25% tariff to 2493 items of tax items listed in Annex 1, add 20% tariff to 1078 items of tax items listed in Annex 2, and impose 10% tariff on 974 items of goods listed in Annex 3. A 5% tariff is imposed on the 662 items of tax items listed in Annex 4. The specific product ranges are shown in Annexes 1 to 4.

2) For the imported goods listed in the annexes originating in the United States, the corresponding tariffs shall be levied on the basis of the current taxation method and applicable tariff rate. The current taxation, tax reduction and exemption policies shall remain unchanged, and the tariffs imposed shall not be reduced.

3) Calculations of relevant import tax:

Adding tariff tax = customs duty-paid price × increasing tariff rate

Tariff = taxable duty calculated according to the current applicable tax rate + additional tariff

The import value-added tax and consumption tax shall be calculated in accordance with relevant laws and regulations.

Fourth, the implementation date will be announced separately.

Ammonium molybdate, sodium tungstate, tungsten carbide, tungsten halogen lamps for trains, aircraft and ships, and tungsten halogen lamps for motor vehicles will be imposed 5% tariff; calcined molybdenum ore and its concentrates, other molybdenum ore and its concentrates, other slag and ores, molybdenum oxides and hydroxides, molybdenum powder, molybdenum products, forged tungsten rods, rods, profiles , waste materials, other tungsten halogen lamps, other tungsten products, other tungstate products, etc. will be impose 10% tariff; tungsten powder, unwrought tungsten, tungsten wire, other molybdate products will be imposed 0% tariff; tungsten trioxide, tungsten halogen lamps for research and medical uses only, unwrought molybdenum, molybdenum waste materials, forged molybdenum rods, profiles, sheet foil, molybdenum wire and other products will be imposed 25% tariff.
