U.S. Senator Roy Blunt ( Missouri ) and U.S. Sen. Joe Manchin ( West Virginia ) jointly proposed a " National Rare Cooperation Act of 2014 ," bipartisan legislation this week to reduce the U.S. China 's rare earth mineral dependence and encourage private sector employment and innovation to maintain U.S. military technological superiority.
