Rare earth prices update on August 18, 2025

At the beginning of the week, the price trends of light and heavy rare earths in China continued to perge: praseodymium-neodymium prices saw significant increases, while dysprosium-terbium prices remained stable.

Today, praseodymium oxide prices increased by approximately 12,000 yuan per ton, neodymium oxide prices rose by about 13,000 yuan per ton, praseodymium-neodymium oxide prices increased by around 20,000 yuan per ton, and praseodymium-neodymium metal prices rose by approximately 17,000 yuan per ton. Driven by the recent continuous rise in praseodymium-neodymium raw material prices, the prices of neodymium-iron-boron blanks and neodymium-iron-boron scrap have also climbed. According to CTIA GROUP LTD Online, magnetic material enterprises are maintaining essential procurement levels, and industry players’ high expectations for the future have significantly boosted suppliers' confidence in raising prices.

According to Caixin, the first batch of rare earth mining and smelting separation total control quotas for 2025 has been issued to China Rare Earth Group and Northern Rare Earth, but no public disclosure has been made. Industry insiders predict that, given the current situation, future rare earth mining and smelting separation total control quotas may no longer be publicly announced. Rare earth quotas are a core policy tool for national management of the rare earth industry. According to the Ministry of Industry and Information Technology (MIIT) website, China has implemented mandatory production plans for rare earths since 2011; since 2016, mining and smelting separation total control quotas have typically been issued in two batches annually, with three batches issued in 2023, reverting to two batches in 2024. In February 2025, the MIIT released the "Interim Measures for the Total Control of Rare Earth Mining and Smelting Separation (Draft for Public Consultation)," marking the first time imported ores and monazite were included in total control regulations.
