Russian helicopter is responsible for technical investment, technical proposals and individual system plans for helicopters. The Chinese side is responsible for the design and prototype manufacturing, test flight, certification and sales. It should be pointed out that this is a completely new type of machine which can complete various tasks such as transportation, evacuation and fire protection. Depending on the mission, the take-off weight of the helicopter ranged from 38.4 tons to 40.9 tons. The commercial load is between 10 tons and -15 tons. The maximum range is 630 km and the maximum speed is 300 km. In addition, helicopters can work day and night and are suitable for any weather situation. China in the past two decades in the manufacturing, materials industry, aerospace industry and other areas of progress for all to see, however, the engine development cycle of a space engine is five to ten years, and the countries such as the West and Russia have experienced the accumulation of technology for nearly a hundred years to achieve today's achievements. China does not have the accumulation of the core technology of aircraft engines, and it is difficult to achieve such achievements. It is also the reason why China imported the J-20, but also imported engines.
 
While Russia is different, their existing helicopters and large ship engines are in Ukraine, with the two countries against each other, engine and parts supply is interrupted. The country is in a situation where there is no backup engine, and they need new engines to improve the situation. Though they have the technology, but developing new engines is a time-consuming and costly project, with Russia's current economic and manufacturing capabilities, it is virtually impossible to develop and scale new engines.
 
Russian has technology, China has resources, each one takes what he needs it. Due to China's strong manufacturing capacity and tungsten, molybdenum, rare earth and other important strategic resources of sufficient, heavy helicopter manufacturing in China should be no problem. Moreover, in this joint engine manufacturing, with Russia's technical support, China can also learn some design experience in the large aircraft engine, to make up for gaps in technology, which perhaps is the most important.
