While Russia is different, their existing helicopters and large ship engines are in Ukraine, with the two countries against each other, engine and parts supply is interrupted. The country is in a situation where there is no backup engine, and they need new engines to improve the situation. Though they have the technology, but developing new engines is a time-consuming and costly project, with Russia's current economic and manufacturing capabilities, it is virtually impossible to develop and scale new engines.
 
Russian has technology, China has resources, each one takes what he needs it. Due to China's strong manufacturing capacity and tungsten, molybdenum, rare earth and other important strategic resources of sufficient, heavy helicopter manufacturing in China should be no problem.
