Such heat insulating and energy-saving glass is divided into outer glass and inner glass. Wherein, the outer glass is spaced apart from the inner glass by a distance and the edges of the two are bonded and supported by a layer of cured elastic adhesive to form a heat insulating cavity between the outer glass and the inner glass. The insulating chamber is evacuated and its vacuum is greater than 0.3MPa. The outer glass comprises a layer of heat insulating layer containing tungsten oxide nano powder.
