The reason why Cs0.33WO3 can transmit visible light is that Cs0.33WO3 nano particles have a wide band gap (~ 2.6eV). At the same time, the cesium ions embedded in the material will introduce free electrons into the band, giving cesium tungsten bronze a strong conductivity and pentavalent tungsten ions, resulting in local plasmon resonance absorption and small polaron absorption mechanisms, so it can shield near infrared light.
