According to reports, the U.S. Congress has plans to develop its own resources to reduce dependence on China for the purpose, but some officials said it would destroy the environment, dissenting.
U.S. House of Representatives from Nevada Republican Congressman Mark? Amoudi made in February this year, named "2013 National Strategic and Critical Minerals Production Act," the motion.
Motion said that China is "restricted" rare earth exports, while the United States currently has 19 kinds of non-fuel minerals entirely dependent on foreign imports, the demand for more than 50% dependent on imports of non-fuel minerals up to 24 species, including a variety of rare earth elements. Meanwhile, in 25 major mineral countries, the U.S. authorities for approval mine exploitation license for the longest time.
According to the motion, in the exploitation of strategic mineral resources companies to submit an application, the United States all relevant approval authorities must make written comments within 30 months, unless the parties reach an agreement postponed approval deadline.
The purpose of this motion is that the national security and economic recovery from the perspective of exploitation of strategic minerals to restore the ability of the United States, nearly 60 members signed in support of this motion, most of them Republicans.
Some Members said that rare earth minerals are necessary for the U.S. Army weaponry of raw materials, the equipment includes precision missiles, smart bombs, high-end aircraft, satellites and night vision equipment. Except for defense purposes, the high-end consumer electronics products is also inseparable from rare earths. Excessive dependence on imports from rare earths and other strategic mineral resources to U.S. national security posed unnecessary risks.
However, most Democrats argued that the bill will speed up the destruction of the environment. Mr Boris fear, accelerate the pace of mining will damage the traditional tourism and leisure industry.
Bill has already passed the House Rules Committee for consideration by the House of Assembly next debate and deliberation. A similar motion was rejected in the Senate.
Obama administration officials have expressed opposition to the motion. If the House of Representatives passed House and Senate versions ultimately, people expect it will be a presidential veto.
