In fact, we believe that in the field of high-end manufacturing and services, especially in areas where we have resource advantages, even if we already have products and processing technologies that can compete with advanced manufacturing countries, our comprehensive service capabilities, long-term service spirit and the ability to make the solution are the pain of the industry, which is our biggest shortcoming.

In order to solve these problems, the vice-minister of Ministry of Industry and Information Technology of the People’s Republic of China Xin Guobin suggests that we should focus on following five aspects:

1. We should take the deepening of system reform as central cannon in Chinese chess and focus on creating a good environment for development. In order to promote the high-quality development of manufacturing industry, we should further deepen the reform of “streamline administration and delegate powers”, optimize the business environment, promote the reform of the national defense industry and the reform of state-owned enterprises in monopoly industries, and play a decisive role in market allocation of resources.

2. It is necessary for us to focus on improving innovation capabilities of manufacturing. However, some people may be eager for the instant success and benefits, blindly follow suit, and hype the so-called new technology and new industries. They must be highly vigilant and resolutely correct their behavior.

3. The supply-side structural reform can be regarded as a breakthrough in order to accelerate transformation and upgrading. On the one hand, it is necessary to develop strategic emerging industries and advanced manufacturing industries. On the other hand, it is necessary to steadily resolve excess capacity, speed up the improvement and upgrading of traditional industries, and promote the overall upgrading of the entire industrial chain.

4. We will focus on utilizing the new engine led by information technology and deepen the integration of information technology and manufacturing. The world is entering into a period of economic development led by the information industry. The digital economy has become an important driving force for economic and social development. The opportunities of digital development decide whether the goal of being a manufacturing power can be achieved.

5. Building high-quality development carriers and cultivating a number of high-quality and efficient manufacturing enterprises are important. In order to achieve high-quality development of manufacturing industry, both leading enterprises and small enterprises are needed. It is necessary to increase support for the development of small and medium-sized enterprises and develop a group of specialized small giant enterprises.

Although the road ahead will be long and our climb will be steep, we are determined to explore. Solving the problems and shortcomings of high-end manufacturing requires a long-term strategic vision and planning. Moreover, the enterprises and talents should work step by step.
