Total Tungsten Production Control Index in 2017

Recently, the Ministry of Land And Resources issued a notice about 2017 annual rare earth tungsten ore’s total production guidepost, providing that in 2017 the total production control index of the national rare earth ore is 105,000 tons, the total production control index of the tungsten concentrate is 91,300 tons.

Inner Mongolia, Heilongjiang, Zhejiang, Anhui, Fujian, Jiangxi, Shandong, Henan, Hubei, Hunan, Guangdong, Guangxi, Hainan, Sichuan, Yunnan, Shaanxi, Gansu, Qinghai, Xinjiang and other provinces (District) administrative department of land and resources:
 
For the protection and rational exploitation of the preponderant mineral resources, in accordance with the relevant provisions of the specific minerals’ protective exploitation, the ministry continues to control the total production of rare earth ore and tungsten ore. After research, we identified 2017 annual total production guideposts, including "the Ministry of land and resources issued in 2017 on the rare earth tungsten ore total production control indicators (the first batch) Notice" (made 2017 No. 24) issued the first batch of indicators. Relevant matters are hereby notified as follows:
 
Firstly, the 2017 annual national rare earth minerals (rare earth oxide REO) control index of total production is 105,000 tons, of which the ionic’s (in heavy rare earth) index of rare earth ore is 17,900 tons, rare earth ore of rock ore type (light)’s index is 87100 tons. The tungsten concentrate (tungsten trioxide content 65%) control index of total production is 91300 tons, of which the main production index is 73,200 tons and comprehensive utilization index is 18,100 tons.
 
Please see the annex to know the provincial (regional) specific distribution of rare earth ore and tungsten ore’s total control production.
 
Secondly, the relevant provincial departments of land and resources should be strictly accordance with the provisions and conscientiously do the index decomposing work and issued work, timely decomposing and issuing the indicators to cities and counties or enterprises to archive graded responsibility and layers of implementation. Meanwhile, after the Ministry of land and resources issued the notice, the provincial departments should decompose the rare earth mine and tungsten ore’s production index to province (district) or rare earths group within 30 working days, as well as publish it in the province (district) land and resources department (bureau) website announcement. The competent departments of land and resources at the county level have the responsibility to sign letters with the mining enterprises, make clear the rights and obligations and liability for breach of contract.
 
Thirdly, the mining right owner should earnestly implement the monthly and quarterly reports system of rare earth mine and tungsten mine, carrying out online reporting timely, precisely and regularly. The competent departments of land and resources at all levels must take measures to strengthening the verification and inspection of the implementation in rare earth ore, tungsten ore. Problems encountered in the work should be promptly reported to the ministry.
 
Fourthly, the approval to the prospecting and mining rights of rare earth ore, tungsten ore, and the control management to the total production should keep with the "notice on regulating the administration of examination and approval of the Ministry of land and resources of rare earth tungsten ore prospecting and mining rights" (MLR regulations 2015 No. 9) execution.
