Jiangxi Land & Resources Department Notification on the Control of Tungsten Ore and Rare-Earth Ore Mining Amount in 2018

The Bureau of Land and Resources (Mine Management) of Each Region, the Bureau of Geology and Mineral Resources of Fengcheng City and the Bureau of Land and Resources of Poyang County:

For the protection and rational utilization of mineral resources, and to promote the orderly development and the sustainable use of Rare Earth(RE)s and Tungsten(W) resources in our province, now we will issue a notification related to the control of the total amount of W and RE ore mining according to the department of natural resources and the ministry of industry and information technology on the issued "2018 Annual Total Volume Control of Rare Earths and Tungsten Ore Mining Notice" as below:

1. The standard of the control of the total amount of rare earth and tungsten mining issued this time is the annual standard of 2018, including the first batch of standards issued in June 2018.

2. Stick to the standard of the total amount of rare earth and tungsten mines mining. The total production of rare earth and tungsten mines are allocated by the provincial department to relevant districts and cities and counties. All related units shall allocate the volume to specific mines according to the standard issued last year and the actual mining conditions.

3. Conscientiously implement the total amount of mining for mining enterprises. The municipal and county departments in charge of land and resources shall strictly supervise and urge mining enterprises to organize production according to the standard issued. The department of land and resources at the county level shall sign a letter of responsibility with the mining enterprise to clarify its rights, obligations and liabilities for breach of contract.

4. Strengthen the daily supervision and inspection of the implementation of the standard in mining enterprises. The municipal and county (district) departments in charge of land and resources shall carry out regular and irregular inspection and supervision of mining enterprises by specially-assigned persons and deal with any problems found in time. The department of land and resources at the county level shall urge mining enterprises to establish the enterprise management system, such as production and sales ledger and daily report that is compatible with the control of the total amount of exploitation and the protection of resources.

5. Establish a statistical reporting system. The authorities in charge of land and resources at the county level shall urge mining enterprises to establish a liaison officer system, designate special persons to be responsible for statistical reports and other work, strengthen information communication, and ensure that mining enterprises report the production amount, sales volume and sales target of rare earth and tungsten mines of last month before the 2nd day of each month. The municipal and county (district) departments in charge of land and resources shall conscientiously implement the rare earth monthly report and tungsten mine quarterly report system, and carry out online direct report in a timely, accurate and standard manner.

6. Strengthen communication, coordination and information sharing. Departments in charge of land and resources at all levels should strengthen communication and coordination with departments in charge of industry and information technology, share information and jointly manage the total amount of rare earth and tungsten mines.

The municipal and county (district) departments in charge of land and resources shall timely decompose the standards of the tungsten mines of rare earths to the relevant enterprises, and the situation shall be reported to the provincial office before the end of September 2018.
