Rare earth market update on September 29, 2025

The domestic rare earth market overall maintains stable operations, with traders largely adhering to rigid transactions, keeping product prices within a reasonable range.

Today, the prices of praseodymium-neodymium oxide, terbium oxide, and dysprosium-iron alloy are approximately 565,000 yuan per ton, 7,100,000 yuan per ton, and 1,570,000 yuan per ton, respectively. It is understood that the approaching National Day holiday and tight liquidity among downstream enterprises are key reasons for the difficulty in increasing market demand. However, to avoid the risk of cost-revenue inversion, suppliers generally lack the willingness to aggressively lower prices, and with continuous positive news released in the market, the probability of a significant price decline in the short term is further reduced.

The Ministry of Industry and Information Technology and seven other departments have jointly issued the "Work Plan for Stabilizing Growth in the Non-Ferrous Metal Industry (2025–2026)." The plan proposes that from 2025 to 2026, the added value of the non-ferrous metal industry will grow by approximately 5% annually, maintaining a positive economic trend, with the output of ten major non-ferrous metals increasing by about 1.5% annually. It also targets active progress in domestic resource development for copper, aluminum, lithium, and others, with recycled metal production exceeding 20 million tons, enhanced supply capacity for high-end products, and continued improvements in green, low-carbon, and digital development levels.

In terms of news, recently, the Industrial and Information Technology Department of the Inner Mongolia Autonomous Region issued the "Notice on the Approval of the Technical Renovation and Expansion Project for a 6,000-ton REO Annual Rare Earth Separation Production Line of Baotou Steel and Rare Earth Co., Ltd.," approving the technical renovation and expansion project for a 6,000-ton REO annual rare earth separation production line by Baotou Steel and Rare Earth Co., Ltd. The total investment for the project is 82.4977 million yuan. The construction scale includes the renovation and expansion of 6,000 tons of rare earth oxides, comprising 4,650 tons of lanthanum-cerium carbonate, 1,230 tons of praseodymium-neodymium oxide, and 120 tons of samarium-europium-gadolinium chloride solution.
